Prepaid phones will come with a SIM Card that is locked to the carrier and is ready to activate. You do not need to buy a separate SIM card.

You can activate service by visiting the prepaid provider’s website. Have your new phone’s IMEI/Serial # and a service plan PIN ready, and follow the step-by-step instructions that come with your device. If you do not have a service plan pin, you can purchase one in Kroger stores or online at Buy Prepaid Phone Cards (Opens in a new tab or window).
No, prepaid phones are locked to the carrier and can only be activated with a compatible prepaid service plan. 
This phone cannot be used outside of the United States unless you sign up for a carrier that offers international roaming.  The following brands offer international roaming on select plans:
